This is crude, rude, but funny.
A kakistocracy is government by the least suitable and least competent citizens, a form of government in which the worst people are in power. As in, "The shitheads are in charge, everything is kaka." I have often seen this kind of government in action, but I never knew that there is a specific word for it.

Interesting factoid: Kaka/Caca means poop in Arabic, Russian, Spanish, Romanian, Hungarian, Hebrew, Albanian… but in Nordic languages it means cookie, biscuit, small cake, or pastry. Make of that what you will.
